Insure Oklahoma/O-EPIC
In 2004, Oklahoma developed an innovative program to help provide health care coverage for low-income
working adults. The Employer-Sponsored Plan (ESI) is designed to assist small business owners,
employees and their spouses with health insurance premiums. The Individual Plan (IP) allows people who
can’t access the benefits through their employer, including those who are self-employed or may be
temporarily unemployed, to buy health insurance directly through the state.
- Under the Employer-Sponsored Insurance (ESI) program, premium costs are shared by the state (60%), the employer (25%) and the employee (15%).
- To qualify for the ESI program, a business should have 99 or fewer employees, be located in Oklahoma, offer a qualified health plan, and contribute at least 25% of premiums for qualified employees.
- To qualify for the ESI program, an employee should be between the ages of 19 and 64, be an Oklahoma resident and meet citizenship guidelines, have a gross household income at or below the annual household guidelines, and contribute at least 15% of monthly premium cost (not to exceed 3% of gross annual household income).
- The Individual Plan (IP) is available to working adults who do not qualify for an Insure Oklahoma employer sponsored Qualified Health Plan, and work for an Oklahoma business with 99 or fewer employees including the self-employed.
- The Individual Plan (IP) is available to temporarily unemployed adults who qualify to receive unemployment benefits through the Oklahoma Employment Security Commission.
- The Individual Plan (IP) is also available to working adults with a disability who work for any size employer and have a Ticket-to-Work, and college students ages 19-22.
- To qualify for the IP program an individual must be in one of the four qualifying groups described above, be an Oklahoma resident, be between the ages of 19 and 64, not be currently enrolled in Medicaid or Medicare, and have an annual gross household income within the qualifying guidelines.
